The Driveway Rule That Catches People Out

Most contractors assume a skip on a private driveway needs no licence. In many boroughs that is broadly true. Harrow is stricter.

Harrow's licence conditions state that a skip cannot be placed on private property without the council's consent, because domestic vehicle crossings (dropped kerbs) are built for cars, not HGVs. A loaded skip lorry driving over a domestic crossover to reach a driveway can be dealt with by a fixed penalty notice.
